Job Description


Job Specifications:

  • Provide advice and counsel on employee relations policies related to EEO, performance improvement plans, corrective actions, personnel conflicts, grievances, and separations.
  • Liaise between employees and management to create a positive work environment and implement HR best practices in compliance with local, state, federal, and regulatory labor laws.
  • Communicate and serve as point of contact for policies pertaining to Human Resources, compensation, benefits, collective bargaining agreements (CBA), and Service Contract Act (SCA).
  • Liaison with union representatives on the management and implementation of applicable Collective Bargaining Agreements.
  • Provide advice on the negotiation and resolution of labor complaints and grievances.
  • Participate in CBA negotiations.
  • Ensure compliance with EEO, ADA, FMLA, ERISA, and other state and federal employment laws.
  • Assist with identifying recruiting sources to attract talent for job positions.
  • Post job advertisements, screen applicants and set up interviews.
  • Perform background checks, reference checks, and I-9 verifications. Maintain and update personnel records and compliance paperwork.
  • Coordinate new hire processing and employee engagement activities.
  • Conduct exit interviews and off boarding process.
  • Coordinate group benefits including health, dental, disability, and retirement plans. Answer benefit questions and communicate with insurance vendors.
  • Administer FMLA, COBRA, Short- and Long-Term Disability claims, Worker's Comp, etc.
  • Maintain payroll change report, updating HR systems with appropriate information.
  • Prepare, gain approval and publish Employee Manuals, policy and procedural documents.
  • Conduct Salary surveys as needed.
  • Provide consultative services to other departments as requested.


Education/Training/Experience:

  • Undergraduate degree in Human Resources Management or related field, or a combination of education and experience may be substituted for a degree.
  • Minimum 5 years of experience working in a generalist capacity.
  • Experience working with union/labor relations and service contract act is highly desired.


Knowledge/Skills/Abilities:

  • Strong understanding of applicable employment laws (local, state and federal).
  • Experience working in a government contracting environment.
  • Ability to communicate effectively both orally and in writing.
  • Exercise discretion and good judgement when handling confidential information.
  • Ability to multi-task, demonstrate excellent prioritization skills, and work well under pressure in a fast-paced environment.
  • Ability to work cross functionally in a matrixed team environment.
  • Experience working with MS Office Suite (Word, Excel, PowerPoint
